June 11, 2019 is a meaningful day for the Chinese art community in New York. The light of  summer sun is bright and magnificent, it shined  through the high stained-glass windows of the church in the New York State House of Parliament. A meeting of 207 state congressmen is under way. Deputy Speaker Felix W. Ortiz solemnly introduced a group of special guests: ten artists mainly from mainland China, and was announced on that day in this famous parliament building, "Independent Cogitate" Chinese and Western Contemporary Art Exchange Exhibition was officially opened. The speaker also formally introduced the names of each artist to the members of parliament. The artists received warm applause from all the present members and friendly waved back.

Felix W. Ortiz pointed out that this exhibition is the first art exhibition ever held in the history of the Parliament Building, which has created a brand new history. As witnesses of this exciting moment, we are all very happy and proud. Thank you for your great contribution to the exhibition. Thank you for your selfless dedication! Culture and art are the bonds and messengers of peace. They can enhance understanding among people, countries and eliminate barriers. In today's sensitive Sino-US relations, the success of the exhibition undoubtedly plays a positive role in easing Sino-US relations.

This is a joint exhibition of Chinese and Western contemporary art, sponsored by the New York Contemporary Art Center, co-sponsored by the Office of the Deputy Speaker of the New York State House of Representatives and the Enlai Museum of Art, curated by artist David Chen.

In addition, at the opening ceremony, there were ten artists:David Chen , Tiffany AJ Zhu, Pei Zhuangxin, Yang Yi, Yulin Huang , Ellegant Gao, Rong Guangsen, Sun Mou, He Binghua and Zhang Baimu, who won the certificate of Excellent Works awarded by the New York State House of Representatives.
